Childhaven, a local non-profit organization, is a DSHS contracted service provider of Medicaid Treatment Child Care (MTCC) for abused, neglected infants and children one month through five years of age as well as those infants and children who are at risk of abuse and neglect.
Eligibility and referral
Children’s Administration (Child Protective and Child Welfare Services), Public Health and Economic Services Administration may refer children one month through five years of age (up to 72 months). Below are eligibility requirements for Children’s Administration as well as for Public Health/Economic Services Administration:
Referring from Children’s Administration
To enroll, a child must:
- Have an open CPS or CWS case
- Be one month up to 72 months of age (6 years old)
- Reside within Childhaven’s branch catchment. See branch catchment area to select the branch closest to the child’s residence or day care center (Childhaven will pick up and drop off children if day care center is within branch catchment).
Referring from Public Health and Economic Services Administration
To enroll, a child must:
- Be one month up to 72 months of age (6 years old)
- Be at risk of abuse/neglect
- Show mental health or behavioral symptoms
- Be a Medicaid recipient
- Reside within Childhaven’s branch catchment. See branch catchment area to select the branch closest to the child’s residence or day care.
Making a referral
To make a referral to one of the three Childhaven branches and place a child on the waitlist, please call the branch closest to the child’s home or day care address directly. Please let our branch know if a child has any developmental or health areas of focus. Our staff will assist with determining eligibility for services. Please be prepared to discuss case concerns when making a referral call.
Authorization and payment
Prior to enrollment, all children must have a completed Authorization Form. For specific information about accessing, completing and submitting the Authorization Form, please contact your unit supervisor.
Funding
MTCC receives funding from DSHS. MTCC is a specific budget line item. These funds are separate from regular child care provided from any other source such as CSO, CPS or CWS.
Medicaid Treatment Child Care (MTCC) contract services
MTCC (Medicaid Treatment Child Care) provides medically necessary psycho-social services to young children at risk for child abuse and neglect. These services include:
- Case management services provided by a licensed mental health or social work professional
- A comprehensive assessment and, if applicable, mental health diagnosis
- An Individual Treatment Plan (ITP) for the child developed and monitored by a Multidisciplinary Team
- A therapeutic environment 4 hours a day 5 days a week offering services for the child
- Therapeutic play in a well-structured treatment environment
- Group interventions with both parent and child
- Coordinating linkages for services for child and family
- Monthly home visits to review treatment plan progress
- Facilitated group for caregivers (always birth parent of child when family reunification is expected outcome) for support and improving parenting or social skills.
- Transportation to and from the therapeutic environment
- If qualified, an IFSP is developed with DCFS social worker and family; includes transition to school district
- Play, art, music or other creative therapies per child’s needs
- In-class Applied Parenting Instruction
- Parent Child Interaction Training (PCIT) for selected families that are enrolled
- Parent Support Group (at selected branches)
- Parent visitation in classrooms (per Branch Program Director and Case Worker agreement)
- Lunch for parents; resource rooms in some branches
Case workers from Children’s Administration and Economic Services Administration and nurses from Public Health and will receive the following information on children receiving this service:
- Participate on the Multidisciplinary Team
- Copies of the child's individual treatment plan
- Information on the child's EPSDT status
- Weekly attendance roster for each child, noting any missed or rescheduled appointments
- Monthly progress report for each child, including a report of the monthly home visit
- Discharge Summary
- Battelle Developmental Inventory test within 30 days of entrance; further evaluation pending results for possible qualification for developmental therapies (speech, occupational therapy, special education) delivered on site by Childhaven therapists
